How the deployed Voter accounts for pool weights and eligible emissions.
Weight-based accounting
The deployed Voter increases a gauge's claimable amount from its pool weight and the change in the global emission index. Gauge lifecycle and distribution conditions still apply before rewards reach LPs.
Cap modes and configuration
Voter implements Disabled, ObserveOnly and Enforced cap modes, per-epoch gauge caps and settlement of unused enforced reserves. The fixture starts Disabled. No external value-reporting controller is deployed; governance must configure and queue the intended policy. Read the mode and epoch-specific caps before treating a limit or reserve burn as active.
Gauge lifecycle
Gauge status is controlled through protocol administration. In the deployed Voter's accounting path, a dead gauge's newly accounted share is returned to Minter rather than added to that gauge's claimable balance. Check isAlive and distribution state when evaluating a gauge.
